For 12 years Pete S. Acosta Jr. has pushed for stiffer penalties for thugs involved in drive-by shootings -- with the ultimate goal of better protecting children.

The 47-year-old Acosta is scheduled to appear before the City Council on Thursday, urging council members and others to join him and state Rep. Susan King in Austin to support King's HB 176 when it goes before the Legislature in the coming months.

Temperature rises above freezing, roads improve

After a morning filled with slippery roads and traffic accidents, the temperature has moved above freezing -- now at 36 degrees -- and roads have improved.

During the morning, a series of accidents and snarled traffic were reported in spots on freeway overpasses encircling the city as overpasses became icy after a freezing rain hit Abilene.
